Spending Units and the User

Hello,
I am unfamiliar with what Spending Units are, and more importantly who the user of the application will be. In the following description: "After reading, the mobile application should update the content in the local mobile database. The mobile application should alert the Spending Unit users.", is it saying the user accessing the mobile application is the Spending Units user? Or is the user of the mobile application perhaps someone else, separate from the Spending Units users? Thank you.

    Hi Waleed,

    we are looking for an offline mobile application that sends data from authorized users to the main database using GSM and or CDMA network.
